Confidential Intermediary Service Fees

Confidential Intermediary Service of Illinois (CISI) is provided by Midwest Adoption Center on behalf of the Department of Children and Family Services (DCFS). The cost of service is partially covered by funding received from DCFS. In addition, a limited fee subsidy fund is given to the program by DCFS to help make CI service available to as many people as possible. At this time, fee subsidy money is available to all petitioners; therefore, the fees shown here reflect the use of the subsidy fund.

If you decide to proceed with a search through CISI, we ask you to consider whether you are able to pay the full fee and not use any of the subsidy fund. By doing so, you would provide the opportunity for a family connection to someone who is unable to pay the fee. We want to be clear that, as long as the subsidy fund is available, you are welcome to use it to reduce your fee. However, if you are able to help in this way, please consider doing so.

If your income is very low or if your current circumstances are such that you are unable to pay the service fee, please contact us. You may be eligible for a further reduced fee or service at no cost to you.

To begin service and receive a Search Assessment
  • CI requests Court file, information from agency file if applicable, original or amended birth certificate and other vital records.
  • CI reviews and evaluates information obtained and provides a written Search Assessment of search potential to you so that you can make a decision about how you want to proceed.
NO FEE
If you decide to request a search for a birth relative
  • CI uses all appropriate available resources to identify and locate sought-after individual
  • CI initiates contact with your found relative in order to facilitate mutually desired communication and/or contact
  • CI provides assistance in the release of identifying information if requested by both you and your relative.
  • Fee includes all search expenses including document retrieval fees and database use fees
  • Beginning January 1, 2013: If you are an adult adopted person, there is NO FEE to search for a birth parent.

$295.00

If you want your CI to locate and contact a specific person you believe to be your birth relative

  • CI requests Court file, information from agency file if applicable, original or amended birth certificate and other vital records
  • CI reviews and evaluates information obtained and provides a written Search Assessment of search potential to you so that you can make a decision about how you want to proceed.
  • CI uses all appropriate available resources to identify and locate sought-after individual
  • CI initiates contact with the found relative in order to facilitate mutually desired communication and/or contact
  • CI provides assistance in the release of identifying information if requested by both parties
  • Fee includes all search expenses including document retrieval fees and database use fees

Additional searches (for a different individual)
The cost for your Confidential Intermediary to locate a different individual will vary depending on the information that is known or discovered during the initial search. Your CI will explain what the fee will be before you agree to begin an additional search.
